Discrimination - Myth or Reality?


I have made an attempt below to analytically translate numbers to reflect the policy of the Government across the two regions of our state - Jammu & Kashmir. Of the combined population of two regions, Jammu region accounts for 31% and Kashmir for 69%. So, on an equitable basis, I have derived a fair value under each head below, which has been arrived at by bifurcating the total in the ratio of 31:69.

I have tried to analyse the trend of distribution across various variables. good comparison. but this small population of Jammu generates 75% revenue of the state, what is your take onm that.

Your calculation seem to be based on the census that has been challengd all over. The census of 2001 is totlally wrong. plaese base your claculation on 1981 census that is correct one. then you will know the facts. otherwise you are making noise on wrong issues. dont add to the devide between jammu and kashmir. i dont know why so many people are trying to do that.

Dear Newlogic, your name is quite apt for you since you have invented an entirely new logic without knowing the facts.

Total Revenue receipts of J&K's Budget for FY 2006-07 stood at Rs. 11981 Crore. Out of this Our own tax plus non-tax receipts aggregate to Rs. 604 Crore (Just about 5%). Out of this 5%, you say that Jammu contributes 75% (may or may not be). Even if it does, thats just 3.7% of our total receipts. Thus, neither Kashmir nor Jammu can claim any contribution towards the revenue receipts.

Coming to Expenditure, out of the total expenditure of Rs. 14163 Crore, Rs. 8173 crore (about 60%) was spent towards salaries, migrant's salaries and pensions. 34% went towards capital expenditure. The bifurcation of both items (Govt. Employees & Capital Expenditure) has been calculated in my analysis.

Dear Vijay,
I am not creating any noise or divide. Who had done that census which you claim was wrong? Kashmiris?
Both the censuses were conducted by India and if you can challenge the credibility of one version of the same agency, you dont have any locus standi to support another version. Moreover, you are asking me to use a 27 year old census rather than a 7 year old census. Hats off to your intelligence.

However, whatever data I had, I have only tried to analyse without making any judgements. It is for readers like you to use your mind for creating a sound opinion.

PS: BTW what is the ratio as per your ancient census?

Dear Vijay/Mahesh Sharma

I have traced the 1981 Census also. There is a marginal difference. The ratio is 35:65 (34.65 Lacs for Jammu Districts & 63.19 Lacs for Kashmir Districts). You may rework the table for your satisfaction but if you see the variance from the fair value it is more than 30-40% in most of the variables analysed. The variance of your census is only 4%. I dont think it helps your point.

Great piece of work. I used your logic to find fair value fo Assembly Seats

Assembly: Jammu 37 , Kashmir 46

Fair Value: Jammu 26, Kashmir 57

Excess Jammu : 11 seats (+44%)

Deficit Kashmir: 11 Seats (-20%)

The population aspect requires clarification so that the comments may not lead to wrong perceptions. The population of Jammu region as per the 1981 census was 2718113, that of Kashmir 3134904 and of Ladakh 134372. That makes Jammu 45.4%, Kashmir 52.4% and Ladakh 2.2%. Rework your fundas and dont create misinformation.

Now calculate the population for Kashmir by adding Kupwara, Baramullah, Badgam, Srinagar, Pulwama, Anantnag, Doda Poonch and Rajouri. For Jammu add Jammu, Kathua and Udhampur.

If you have a better source than Planning Commission of India, do enlighten me.

Please dont jump to conclusions.

Tell me a single factor which Doda (D), Rajouri (R) or Poonch (P) have in common with Jammu?

1. Language Jammu: Dogri; DRP: Kashmiri, Gojri

2. Topography: Has jammu ever seen a snowfall?

3. Religion: Jammu: Majority Hindus, DRP: Majority Muslims

4. Food habits: Jammu: Rajma Chol, DRP: Wazwan, mainly non-veg owing to topography

5. Dress: Has any Jammuite ever worn a Phiran?

6. Other symbols: Do dogris use Kangri ever?

In a nutshell, Jammu, Udhampur and Kathua have a Punjabi culture so have been clubbed as one unit. All others have a Kashmiri culture so have been clubbed under KAshmir.

Since you people are so intelligent to our facts..please let us know your utlimate aims?
Why are you so busy correcting/cleasing/misinterpretating general knowlwdge.
In all aspects you have 3 options:
1. Stay with us, i.e. INDIA.
we`ve all ways treated you like our misbehaved/rotten brothers. We`ll continue to feed you with essential commodities, food supplies, money, central packages, developmemtal work etc. ( All for our motherland HINDUSTAN)
2. Fight with us, leave us and goto the Mighty Pakisthan - the country with ISLAMIC rules. ;)
We would be more than happy to see our rotten brother happy. But come to think of it, how and where would you sell those apples, those shawls, those carvings, or nights at dal lake? whom? i bet pakishan with its poor poor people would be more than willing to pay.

I`m sure how big a buying power Pakistan is. BIG BIG Industrialised economy of pak. :)

3. BE independent of INDIA & Pakistan. - This one is a real joke.

If you are independent of us, then:
you get no subsidised essentials, no telecom, no tax breaks, no cheap food, no cheap labour, no access to our vast capital base, no army protection, amogst others.
China, a dictatorship, is more than willing to attck u, to show its superamacy in the region. Pak, with nothin to show off really, would still try n attack, to salvage pride.
kashmir would be the worlds biggest terrorist school, a haven for al quidas and SIMIs..
America would be more than willing to attck and invade you. The best base america can get, seeing the approxmity with CHINDIA.

So, while u decide, i`ll have to get back to work, as you are my liability rite now, if i dont earn, how you get subsidised food, great rail, air, road connect, huge central packages, subsidies for haj ..etc…etc..
